There is no difference in terms of color or dye performance. However, liquid dye is pre-mixed with water for easier use. While both products are concentrated, powder dye is 4x more concentrated than liquid. So you should you use ¼ as much powder as you would liquid. As a guideline, one bottle of liquid dye is equivalent to two boxes of powder dye.
